Title: FACILITIES SERVICES MANAGER

 Status:                  12 month position, Exempt

Associated Group:  Confidential/Supervisory

Supervisor:            Director, Finance and Operations

 

 Purpose Statement:

The job of Facilities Services Manager is done for the purpose/s of ensuing District facilities are safe, clean, well-maintained and operating efficiently and economically. The Manager provides supervision of maintenance employees and custodial staff in coordination with building principals; ensures coverage of maintenance/custodial operations; ensures compliance with work orders and relevant trade standards; ensures a safe and secure working environment; manages facilities projects and operations for District, including procurement process, vendor management, and project oversight, provides documentation for audit and compliance purposes; meets District state and federal requirements; assists individuals in the performance of their functions; and resolves and/or recommending solutions to incidents, complaints and/or accidents. Updates and maintains compliance with Safe & Healthy Schools Plan and other applicable requirements. Job includes hands-on work on District facilities, systems and projects.

 

This job is a member of the Confidential/Supervisory group and reports to Director, Finance & Operations.

 

 Essential Functions

  • Evaluates programs and/or projects for the purpose of carrying out and achieving objectives while conforming to state and federal requirements. 
  • Inspects completed projects for the purpose of ensuring compliance with work order and relevant trade standards and meeting city, county and state requirements. 
  • Reviews plans, specifications and cost estimates, etc. (e.g. remodels, landscaping, equipment, etc.) for the purpose of advising administration on planned projects and purchases. Procures equipment, supplies and materials for the purpose of ensuring availability of required items and completing jobs efficiently. 
  • Supervises Facilities Services personnel, and works with building administrators to direct and assess custodial staff. 
  • Works as general maintenance in mechanical systems and trades, building maintenance, groundskeeping.
  • Assesses incidents, complaints and/or accidents for the purpose of resolving or recommending a resolution to the situation. 
  • Composes a variety of materials (e.g. reports, memos, letters, procedures, manuals, etc.) for the purpose of documenting activities, providing written reference and/or conveying information. 
  • Conducts regular inspections for the purpose of ensuring work quality, performance and production, and assuring that staff and vendor performance is meeting established standards and expectations. 
  • Coordinates with district personnel for the purpose of implementing and maintaining services and/or programs. 
  • Maintains personnel records and other mandated information which is required for the purpose of meeting state and federal requirements. 
  • Monitors fund balances of assigned programs and related financial activity for the purpose of ensuring that allocations are accurate, related revenues are generated, expenses are within budget limits and/or fiscal practices are followed. 
  • Participates in meetings, workshops and seminars for the purpose of conveying and/or gathering information required to perform functions. 
  • Recommends policies, procedures and/or actions for the purpose of providing direction for meeting the district's goals and objectives. 
  • Responds to emergencies for the purpose of determining and implementing appropriate actions required to resolve situation. 
  • Supervises department personnel, including hiring/termination recommendations, planning / scheduling / coordinating activities, training, advising, consulting, etc. for the purpose of ensuring that the department functions in a safe and efficient manner.

 Other Functions

  • Performs other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the work unit.

 

Job Requirements: Minimum Qualifications - Skills, Knowledge and Abilities

 

SKILLS are required to perform multiple, highly complex, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skills required to satisfactorily perform the functions of the job include: adhering to safety practices; administering first aid; operating equipment used in maintenance/custodial; operating standard office equipment; planning and managing projects; preparing and maintaining accurate records; and using pertinent software applications.

 

KNOWLEDGE is required to perform algebra and/or geometry; read a variety of manuals, write documents following prescribed formats, and/or present information to others; and analyze situations to define issues and draw conclusions. Specific knowledge required to satisfactorily perform the functions of the job includes: best practice management principles/techniques; federal, state and local policies, procedures and practices; health standards and hazards; safety practices and procedures; and methods of industrial cleaning including floor and carpet.

 

ABILITY is required to schedule a significant number of activities, meetings, and/or events; gather, collate, and/or classify data; and consider a wide variety of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using a variety of standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes; and utilize a variety of types of job-related equipment. In working with others, independent problem solving is required to analyze issues and create action plans. Problem solving with data requires analysis based on organizational objectives; and problem solving with equipment is moderate to significant. Responsibility

Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; managing a department; and supervising the use of funds. Working Environment

The usual and customary methods of performing the job's functions require the following physical demands: significant lifting, carrying, pushing, and/or pulling; frequent climbing and balancing; frequent stooping, kneeling, crouching, and/or crawling; Generally the job requires 33% sitting, 34% walking, and 33% standing. The job is performed under minimal temperature variations and some hazardous conditions.

Experience

Job related experience in mechanical trades, contracting, project management, industrial safety and supervision is required. Prefer at least 5 years of responsibility in oversight of a department or unit. 

 

Education 

Associate’s Degree or Certification preferred, in areas of mechanical trades, project management, procurement, industrial safety or business management.
