Title:                     Transportation Manager

Status:                  11 month (220 days), Exempt

Purpose Statement:

The job of Transportation Manager is done for the purpose/s of providing safe, compliant, cost efficient pupil transportation ensuring access to all eligible students, including; supervision of transportation employees; meeting scheduling demands; ensuring a safe and secure working environment; providing documentation for audit purposes; meeting district, state and federal requirements; assisting individuals in the performance of their functions; and resolving and/or recommending solutions to incidents, complaints and/or accidents.

 

Essential Functions

  • Assesses incidents, complaints and/or accidents for the purpose of resolving or recommending a resolution to the situation. 
  • Composes a variety of materials (e.g. reports, memos, letters, procedures, manuals, etc.) for the purpose of documenting activities, providing written reference and/or conveying information. 
  • Conducts regular inspections for the purpose of ensuring work quality, performance and production, and assuring that staff performance is meeting established standards and expectations. 
  • Coordinates with district personnel for the purpose of implementing and maintaining services and/or programs. 
  • Directs department personnel for the purpose of prioritizing project deadlines and ensuring optimal utilization of personnel. 
  • Implements assigned programs and/or projects for the purpose of conforming to administrative, state and/or federal requirements. 
  • Maintains personnel records and other mandated information which is required (e.g. bus maintenance, incident reports, etc.) for the purpose of meeting state and federal requirements. 
  • Monitors fund balances of assigned programs and related financial activity for the purpose of ensuring that allocations are accurate, related revenues are generated, expenses are within budget limits and/or fiscal practices are followed. 
  • Plans, organizes and leads effective staff development training programs in compliance with state, federal and local laws and best practices. Participates in meetings, workshops and seminars for the purpose of conveying and/or gathering information required to perform functions. 
  • Oversees internal financial and operational controls and procures supplies and equipment to ensure efficient operation and promotion of environmental sustainability. 
  • Recommends policies, procedures and/or actions for the purpose of providing direction for meeting the district's goals and objectives. 
  • Responds to emergencies for the purpose of determining and implementing appropriate actions required to resolve situation. 
  • Supervises department personnel,.including hiring/termination recommendations, planning / scheduling / coordinating activities, training, advising, consulting, etc. for the purpose of ensuring that the department functions in a safe and efficient manner.

 

Other Functions

  • Complies with Code of Professional Conduct for Staff and all District policies
  • Performs other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the work unit.

Job Requirements: Minimum Qualifications - Skills, Knowledge and Abilities

 

SKILLS are required to perform multiple, highly complex, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skills required to satisfactorily perform the functions of the job include: adhering to safety practices; administering first aid; operating equipment used in transportation; operating standard office equipment; planning and managing projects; preparing and maintaining accurate records; and using pertinent software applications.

 

KNOWLEDGE is required to perform algebra and/or geometry; read a variety of manuals, write documents following prescribed formats, and/or present information to others; and analyze situations to define issues and draw conclusions. Specific knowledge required to satisfactorily perform the functions of the job includes: best practice management principles/techniques; federal, state and local policies, procedures and practices; health standards and hazards; principles of safe driving; provisions of the OR Motor Vehicle & State Dept of Ed laws; safety practices and procedures; and streets and roads within District boundaries

 

ABILITY is required to schedule a significant number of activities, meetings, and/or events; gather, collate, and/or classify data; and consider a number of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using defined methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes; and utilize specific, job-related equipment. In working with others, independent problem solving is required to analyze issues and create action plans. Problem solving with data requires analysis based on organizational objectives; and problem solving with equipment is moderate to significant. Responsibility

Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; managing a department; and supervising the use of funds. Utilization of significant resources from other work units is routinely required to perform the job's functions. There is a continual opportunity to significantly impact the Organization’s services.

Working Environment

The usual and customary methods of performing the job's functions require the following physical demands: significant lifting, carrying, pushing, and/or pulling; frequent climbing and balancing; frequent stooping, kneeling, crouching, and/or crawling; Generally the job requires 33% sitting, 34% walking, and 33% standing. The job is performed under minimal temperature variations and some hazardous conditions. Occasional statewide travel is required; attendance at meetings or activities outside of the normal workday may also be required, including evening and weekend time.

 

 Experience

 

10 years progressive experience in operations management, preferably in pupil transportation.

Have, or be able to attain, working knowledge of applicable federal and state standards and regulations and of local and District laws and policies, as well as an ability to enforce them

Demonstrated ability to effectively manage people including hiring, discipline, termination, training and promotion

Demonstrated independent decision making within a highly-regulated framework

Excellent communication and interpersonal skills both written and orally, including preparing presentations for management and the general public

Ability to work with multiple projects at one time and meet deadlines

Ability to use, troubleshoot and maximize efficiency of software programs; including Microsoft Office and Google tools.

Ability to maintain records and complete reports with a high degree of accuracy

Clearance of a criminal history background check and fingerprinting

Regular attendance, following District leave policies and procedures

Education 

Associate’s Degree or Bachelor’s Degree preferred, may be substituted with at least six years of relevant experience or certification.

 

 

CPR/First Aid Certificate;

Have, or be able to obtain, a valid Oregon bus driver’s license and Supervisor Certificate

Have, or be able to obtain certification to refer drivers for required medical and urinary analysis test
