Job Title:  Human Resources Manager

Reports To:  Human Resource Director/Executive Director of Human Resources

FLSA Status: Exempt

 

JOB SUMMARY

 

The job of Human Resources Manager is done for the purpose/s of coordinating the day-to-day operations of Human Resources. The Manager oversees the processing of applicants, maintenance of the HRIS, employee compensation and benefits, employee relations and other HR functions. The Manager provides information to a variety of individuals/organizations, document information and ensures compliance with District, State and Federal policies, rules, regulations and guidelines. 

 

BASIC DUTIES AND RESPONSIBILITIES

Basic duties of this position include the following.  Employees in this position perform some or all of the following tasks. Other duties may be assigned.

 

  1. Supports proper implementation of district human resources processes including, but not limited to recruiting, screening, hiring, promotions, staff evaluations, and employee discipline. 
  2. Oversees/conducts new employee orientation.
  3. Coordinates employment process including recruitment and hiring process, and makes recommendation of for salary schedule placement.
  4. Monitors the processes background checks for potential hires and all district volunteers.
  5. Directs assigned HR staff to guide and monitor activities of the department. 
  6. Interprets and assists in administration of collective and non-collective bargaining agreements.
  7. Maintains HRIS/HR payroll system, recruitment system, evaluation system and substitute/leave system.
  8. Oversees a variety of processes including but not limited to leaves, benefits, and the worker’s compensation return-to work program to ensure compliance with state and federal rules and regulations.
  9. Develop, select, implement, administer and evaluate benefit programs including open enrollment, medical, dental, vision, life, PERS, 403b, HRA, HSA, Section 125, and various optional benefits.
  10. Provide information and assist in the development and monitoring of the District’s personnel budget. 
  11. Researches state, federal, and collective bargaining questions to ensure compliance with current legal requirements.
  12. Responds to verbal and written inquiries from a variety of internal and external constituents. 
  13. Assist processing personnel matters including but not limited to investigations, grievances, discipline and dismissals.
  14. Participate in collective bargaining negotiations.
  15. Oversees licensure renewals for all educators. 
  16. Processes and distributes annual salary notifications.
  17. Coordinate the process for job description review and revisions with the collective bargaining unit leadership and district teams.
  18. Serves on various District assigned teams including but not limited to: reclassification committee, job description committee, negotiations District team.
  19. Prepares various reports including annual state and federal reports, personnel budgeting reports, etc. 
  20. Maintains appropriate certifications and training hours as required.  
  21. Maintains and promotes processes for confidential information and the privacy of students, staff, and parents.
  22. Monitors and complies with applicable District policies and procedures, state, local and federal laws, rules and regulations.
  23. Interacts thoughtfully and courteously with internal and external constituents including but not limited to business partners, employees, students, the community and State agencies.
  24. Attends work regularly and is punctual.
  25. Assists with complaint processes.
  26. Attends in-services, trainings, and staff meetings as required. 
  27. Performs other duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the District.
  28. Evaluates assigned personnel for the purpose of ensuring that standards are achieved and performance is maximized.
  29. Facilitates communication between personnel, for the purpose of evaluating situations, solving problems and/or resolving con?icts.
  30. Participates in meetings, workshops and seminars for the purpose of conveying and/or gathering information required to perform functions.
  31. Observes and upholds all  laws, district policies and procedures, and professional standards for the position.
  32. Establish and maintain effective working relationships with school personnel, parents, students and the public; work collaboratively as a team member.

 

QUALIFICATIONS

  • Education:    Bachelor’s Degree in related field. Five plus years of experience may be substituted for education requirement.
  • Experience: Minimum of 4 years of human resources experience.  Experience in public sector preferred, with emphasis in K-12 education system.  
  • Collaborative approach to leadership and work. Remains open to others’ ideas/perspectives and contributes to building a positive team morale. 
  • Strong conflict resolution skills. 
  • Strong listening skills. 
  •  Ability to communicate fluently, verbally and in writing, in English.  Ability to effectively present information and respond to questions in one-on-one, small group situations. Ability to verbally respond to common inquiries from various people. Ability to read and interpret documents. Ability to write routine reports and correspondence. 
  •   Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals.  
  •   Ability to solve practical problems and deal with a variety of situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written and oral format.
  •    Advanced knowledge of MS Office, email, internet. The ability to quickly learn various systems including insurance systems, substitute/leave systems, HRIS, etc.  
  •   Ability to appropriately communicate with a diverse population. Ability to exercise good judgment and work in a dynamic environment and appropriately react to a wide spectrum of emotions.
  •   Ability to become certified as a Notary Public. 
  • Complete mandatory district trainings.

The work environment is a standard office setting working with standard office equipment: computer, phone, etc. Hearing and seeing is an essential physical requirement. Sitting is required for approximately 95% of the job. Standing and walking as required to present and attend meetings and speak. The noise level in the work environment is usually low. The employee is occasionally exposed to wet or humid conditions and outdoor weather conditions. Employee may be exposed to bloodborne pathogens.
